The Ministry of European Affairs of Montenegro prepared an "Analysis of the advantages and disadvantages of Montenegro's participation in the Open Balkans initiative".

According to the Montenegrin media, dissatisfied with the criticism of this initiative in the cabinet of Prime Minister Dritan Abazovic, the analysis was removed from the agenda of the Government session at the initiative of the Minister of Justice,  European Western Balkans reports .

It is believed that this was the immediate reason for the resignation of Jovana Marovic, Minister of European Affairs and Vice President of Dritan Abazovic's URA.

Particularly immediate reactions in Montenegro have come due to the fact that the analysis has been removed from the website of the Government and the Ministry of European Affairs. It remains to be discovered on whose initiative the analysis was withdrawn.

The analysis is based on the belief that the membership of Montenegro in the European Union is a primary state goal.

"The Open Balkans Initiative is set on the ambitious agenda of creating a common regional market modeled after the EU's single market and to some extent coincides with the existing framework of regional cooperation created by the Berlin Process," it says. in the document, according to EWB.

It is emphasized that the project does not have a guide, strategy, institutional framework or contract that establishes and guarantees an equal relationship and position of the countries participating in it. It is added that the project needs a methodology that would help measure success and any administrative-technical supervisory body that would carry out the necessary assessments and propose measures.

However, the analysis recalls that only Serbia has ratified the acts from the Open Balkans. Albania and North Macedonia did not ratify a single one, "and it is still too early to discuss any outcome of the Open Balkans initiative".

“Krahasuar me nismat e tjera rajonale, Ballkani i Hapur është një iniciativë që kundërshtohet hapur nga një nga gjashtë vendet e rajonit. Ndryshe nga OB, pjesëmarrja e të gjashtë vendeve në CRM, si dhe procesi i menaxhimit në kuadër të Procesit të Berlinit, zbatimi i standardeve të BE-së me një udhërrëfyes të qartë dhe planet e veprimit, masat dhe treguesit e suksesit imponojnë këtë lloj bashkëpunimi rajonal dhe Integrimi në BE si primar, i dëshirueshëm dhe transparent”, thuhet në analizë.

Aderimi i Malit të Zi në Ballkanin e Hapur e ka ndarë gradualisht shoqërinë malazeze. Një pjesë e publikut malazez pretendon se Ballkani i Hapur është një zëvendësues i keq për BE-në, se do ta distancojë Malin e Zi nga Brukseli dhe se Vuçiç do ta përdorë atë për të forcuar rolin e Serbisë në Ballkan.
