SPAK demands 4 years in prison for the former mayor of Lezha Municipality, Fran Frrokaj, and confiscation of land worth 13 million euros to "Rana e Hedhun"

Yesterday, the Special Prosecutor's Office presented the claim for the former mayor of Lezha, Fran Frrokaj, and 5 other people who are accused of the issue of property alienation. SPAK requested 4 years in prison for Frrokaj, a request which, if approved, will be converted to 2 years and 8 months due to the shortened trial. SPAK also demanded the confiscation of 66 thousand m2 of land in the "Rana e Hedhun" area. According to the investigations started since 2019, it turns out that 66 thousand square meters of land on the coast of Lezha, worth 13 million euros, were illegally acquired.

How the investigations started

Meanwhile, investigations into the alienation of properties in the area of ??"Rana e Hedhun" in Shengjin began in 2017, when the Prosecutor's Office reported the alienation of 234,548 square meters of state land in Rana, which had been obtained through falsification of documents. The Municipality of Lezhë and the Council of the District of Lezhë through the respective official documents, despite the fact that in reality (the lands) are mountains and forests, have confirmed them as lands of the category "Area" and "Orchards". According to the seizure decision, the plots were registered in the name of persons who had no right to benefit from land in that area. The former mayor of Lezha, Fran Frrokaj, was arrested in March 2018 on the charge of abuse of office, and then the Court decided that he should be investigated in a free state. In addition to Frrokaj, among the 20 people taken as defendants was the uncle of the former deputy of the SP Arben Ndoka, Gjon Ndoka. The latter has been accused of alienating properties in Kune and Mal i Reçit in Lezhë. Among the defendants, the name of Bledar Cara, the former chief registrar of Hipoteka Lezhë, was found in the intercepts made by the Serious Crimes Prosecutor's Office for the arrest file of 44 people. Initially, 22 other people were arrested in this case together with the mayor, but the file was sent to the Court for 18 people.
