The rapporteur of the European Parliament for Albania, Isabel Santos drafted one of the most critical draft resolutions of recent years against the Albanian government, criticizing plans for fiscal amnesty and golden passports, expressing regret for the lack of progress in fundamental freedoms as well as concerns about lack of transparency and competition in public procurement or concessions.
The draft resolution was published last week on the European Parliament's website and is expected to undergo parliamentary procedures in the coming weeks. [ Draft resolution link ]
She notes progress in the fight against corruption and organized crime and in the reform of justice, while calling for political parties to engage in taking measures for concerns related to party financing.
"[The European Parliament] expresses concern at the lack of progress in achieving institutional transparency, freedom of expression and freedom of the media and emphasizes the role that political leaders have in creating an enabling environment for these freedoms," the draft resolution says.
"[The European Parliament] condemns attempts to discriminate against reporters and arbitrarily withhold information from the public as well as the failure to ensure the safety of journalists," it added, while urging authorities to take "immediate measures" against political influence and economy in the media and against intimidation of journalists."
Albania has marked "no progress" during the last two years in terms of media freedom in the European Commission's annual progress reports. The main concerns are related to political pressures, mainly from the government, against journalists, where the prime minister himself has assumed the role of disciplinarian. Direct funding of the media by various government agencies, without transparency and through direct procurement, has been another concern.
The draft resolution "expresses concern" about aspects of the draft law on fiscal amnesty and the proposed passport scheme in exchange for investments and considers these schemes "incompatible with EU norms and visa policy".
Prime Minister Edi Rama's government has proposed twice so far and continues to insist on plans for a fiscal amnesty, in which, according to it, money earned outside the fiscal systems in Albania and abroad will be amnestied, but which experts believe it will pave the way for the legalization of dirty drug money and corruption.

Projekt-rezoluta prek për herë të parë problemin e dosjeve të Sigurimit të Shtetit, një temë delikate për të cilën, shumica dërrmuese e aktorëve politikë, nga socialistët te demokratët apo te Partia e Lirisë së Ilir Metës, janë në mënyrë të pazakontë, në një mendje.
Dosjet e Sigurimit të Shtetit vijojnë të jenë sekret shtetëror afro 32 vjet pas rënies së Komunizmit, me një institucion të ngarkuar për t’i ruajtur ato. Herën e fundit kur kjo çështje u debatua, vitin e kaluar, kur socialistët pretenduan se kishin zbuluar Ilir Metën si ish-bashkëpunëtor të Sigurimit dhe kërkuan ndryshime ligjore për të mundësuar hapjen e dosjes përkatëse. Por socialistët e bënë të qartë se dosjet do të vijojnë të mbeten sekret shtetëror pa afat, ndërsa grupi i rithemelimit të ish-presidentit Sali Berisha nuk propozoi hapje dosjesh dhe vetë Meta deklaroi se dosjet duhen mbajtur mbyllur për të mbrojtur nga shqetësimet fëmijët e spiunëve. Grupi i Partisë Demokratike zyrtare propozoi fillimisht hapjen e dosjeve, por pastaj u bashkua me socialistët në një skemë e cila u konsiderua si një lojë propagandistike që në fakt, u mban dosjet mbyllur pavarësisht se palët pretenduan ndryshe.
