Gazmend Boletini, the great-grandson of Isa Boletini, in an interview for Euronews Albania showed the reason why Isa Boletini did not accept the post of minister offered by Ismail Qemali.
"His modesty showed he was dedicated to the national issue and the problem that had arisen. Ismail Qemali showed personally and officially that he had Isa by his side in the moments of the declaration of independence in Vlora. Therefore, he asked his people to ensure the identity of Ismail Qemali, Isa would appoint from his people, the two boys who could not enter Ismail Qemali's residence without their permission. After that, Ismaili offered him the position of minister of war, Isa refused and said that I have other work to do now", said the great-grandson.
After the declaration of Independence, on November 28, 1912, the state bodies were also formed, the armed and law enforcement forces were established, and the work on the consolidation of education, health, administration, etc. began.
The government of Vlora laid the first stones for the creation of a judicial system according to European models. The Albanian language was announced as the official language and it was decided to open Albanian schools from the fall of 1914.
The most important legal act that the temporary government of Vlora issued was the "Temporary Canon of the Civil Administration of Albania", which was published in November 1913.
Ismail Qemali proved to be the man who laid the foundation of the state on western values.
