The Institution of the People's Advocate has reacted this Wednesday afternoon regarding the situation created after the demolition of some apartments in the area of ??5 May in Tirana.

The Institution of the People's Advocate, as it has informed and previously followed continuously and with concern the problem in the demolition of apartments located in the Administrative Units no. 8 and no. 4 areas "5 Maji", Tirana, from the intervention of IMT structures near the Municipality of Tirana in implementation of decision no. 533, dated 22.09.2021 of the Council of Ministers on expropriation for public interest, in function of the reconstruction process for the development of the area of re, in accordance with the obligatory local plan, through compensation with exchange for all assets affected by the implementation of the project "For the new development zone an administrative unit no. 4 and 8, zone" 5 May ", Municipality of Tirana".

The problem has been presented by a group of residents of Administrative Unit no. 8 and no. 4 Tirana for demolition of their apartments at the Institution of the People's Advocate on dt. 26.10.2021. Residents oppose the demolition of their homes on the grounds that the Municipality of Tirana first lacked transparency regarding the acts produced by the Municipality of Tirana, namely the Property Exchange / Donation Agreement, which is not detailed with the relevant data and without information. what is the property that will be made available to residents in exchange for property received within the development of the area.

Through this complaint the residents claim that they were notified only about the release of the facilities on the specified date but have no further information regarding their accommodation. Residents say that their apartments are being taken away, but the Municipality of Tirana and subordinate structures have not announced the procedures that will be followed to guarantee housing after the release of their buildings.

Interesimit të Institucionit të Avokatit të Popullit Bashkia Tirane dhe strukturat përkatës nuk i është përgjigjur në kohë dhe më tej informacioni i paraqitur është i përgjithshëm i pa argumentuar dhe dokumentuar me aktet përkatëse.

Teksa Avokati i Popullit e vlerëson si pozitiv qëndrimin e shprehur në VKM e sipërcituar për mundësinë e pajisjes me apartament/banesë të të gjithë banorëve të prekur nga ky projekt, ai tërheq vëmendjen së pari për transparencën e cunguar që ka shoqëruar përpilimin dhe ekzekutimin e këtij vendimi, gjë që ka shkaktuar edhe një gjendje të dukshme pasigurie, paqartësie dhe shqetësimi për qytetarët.

Gjithashtu Avokati i Popullit tërheq vëmendjen mbi disa klauzola të këtij vendimi, të cilat për shkak të procedurave të ndjekura me justifikimin e emergjencës së krijuar nga tërmeti i vitit 2019, sot më 2022 nuk ofrojnë garanci të mjaftueshme për qytetarët të cilët preken nga prishja e objekteve të tyre e u premtohet në mënyrë evazive një formë kompensimi e pa-individualizuar dhe e pa-afatizuar.
