The Czech Presidency shows the decision-making steps for Kosovo visas: Everything starts on October 13

The Czech Presidency of the EU has started the engines to advance the liberalization of visas for Kosovo. The spokesperson of the Czech Presidency of the EU in an exclusive response to Express Newspaper stated that the European Commission's report on the current situation with visas is expected to be presented at the meeting of the Working Group on Visas on October 13. Then, the Czech Presidency will do what it is possible to put it on the ministers' agenda as soon as possible. According to the spokesman, the decision on the visas, which may take several months, can be taken at the ministerial level, regardless of how things go in the informal meetings of the heads of state of the EU, one of which will be held on October 7.

The report of the European Commission that will be presented on October 13 in the preparatory body of the European Council called the Working Group on Visas will serve as a basis to start the debate on the approval of visa liberalization in the Council of the EU.

This is what the spokesperson of the Czech Presidency, Václav Smolka, told the Express newspaper, confirming that among the EU states there is readiness for Kosovo to remove the visa regime for the Schengen zone.

"The liberalization of visas for Kosovo is very high on the agenda of the Czech Presidency. Currently, the European Commission is preparing a report on the current situation, which will serve as a basis to start a debate on the approval of visa liberalization in the Council of the EU. This report is expected to be presented at the meeting of the Visa Working Group on October 13, 2022," he said.

The spokesperson of the Czech presidency, Vaclav Smolka, who also acts as the spokesperson of the Czech Prime Minister Petr Fiala, said that the Czech Republic will make every effort to put it on the agenda of the EU ministers as soon as possible.

"The Czech presidency will make every effort to bring this issue to the ministerial level as soon as possible. However, the support/approval from the European Council (Heads of State) is not a prerequisite in this matter. Importantly, the Council process, which may still take several months, is on track. We are actively working towards a positive decision as soon as possible," said Smolka.

He went on to say that the progress in removing visas for Kosovo also depends on the political situation in the region, implying progress in the Kosovo-Serbia dialogue.

“Progresi do të varet edhe nga situata e përgjithshme politike në rajon, prandaj Presidenca mbështet plotësisht përpjekjet për një trajektore pozitive në dialogun Beograd-Prishtinë”, tha ai.

Liderët e 27 vendeve të unionit evropian do të takohen paraprakisht edhe me 7 tetor në një takim joformal për të cilin zëdhënësi i presidencës çeke tha se s’ka agjendë zyrtare.

“Takimi i ardhshëm i liderëve në Pragë është një takim joformal pa një agjendë zyrtare. Pritet që takimi, i kryesuar nga presidenti i Këshillit Evropian, Charles Michel, të pasqyrojë sfidat më të urgjente me të cilat përballet BE-ja aktualisht, përkatësisht luftën në Ukrainë dhe sigurinë energjetike dhe ndikimet e saj ekonomike”, u shpreh Smolka.

Në një deklaratë të përbashkët të ministrave të Jashtëm të Francës, Gjermanisë dhe Polonisë të publikuar më 16 shtator, ku u bë thirrje për progres në liberalizimin e vizave për Kosovën u pa gjithashtu si shenjë që mbështetja politike në mesin e bllokut evropian për këtë proces ekziston.

Franca dhe Holanda si dy nga shtetet hezituese që kosovarët të lejohen të udhëtojnë lirshëm në zonën Schengen tani duket se nuk kanë dilema.

Ministria e Jashtme holandeze në një përgjigje për Express dy ditë më parë deklaruan se po e presin raportin e Komisionit Evropian për procesin e liberalizimit të vizave dhe nëse i njëjti konsideron se ka progres atëherë Holanda ka gatishmëri për të marrë një qëndrim.

“Komisioni Europian së shpejti do të vijë me një raport të përditësuar mbi standardet për liberalizimin e vizave. Holanda është e hapur për të vlerësuar nëse të gjitha standardet janë përmbushur. Progresi i bërë deri më tani në regjistrin e luftës kundër krimit të organizuar dhe korrupsionit është kyç për ne” thanë kjo ministri.

Pasi të dëgjojnë KE’në, holandezët thonë se Qeveria holandeze do të marrë qëndrimin dhe do ta kalojë çështjen në Parlament.

“Vetëm pas vlerësimit të progresit të bërë dhe pas një diskutimi me Parlamentin do të kemi qëndrim për këtë çështje”.

Sinjale pozitive ka dhënë të premten edhe Ambasadori gjerman në Kosovë, Jorn Rohde, ka thënë se çështja e liberalizimit të vizave për Kosovën, do të zgjidhet në vitin e ardhshëm, më saktësisht përgjatë muajve shkurt dhe mars.

The European Commission has twice recommended that Kosovo's visas be liberalized in its reports in 2016 and 2018, but such a decision has never been discussed in the EU Council.

Kosovo is the only country in the Western Balkans that does not have visa liberalization with the EU./express
