All of these persons, according to the SPAK, are liable to imprisonment.

The Special Prosecutor's Office Against Corruption and Organized Crime says that the above-mentioned persons are accused of the criminal offenses "Violation of the equality of participants in public tenders or auctions", "Abuse of duty", "Forgery of documents", "Forgery of forms", provided from articles 258, second paragraph, 248, 186/2,3, 190/1 of the Criminal Code.

The tender, which led to the imprisonment of the mayor of Bulqiza and 12 employees of the administration, was carried out in 2021. In the procurement worth 2.8 million euros, four subjects were disqualified, two of which had submitted the best offers, but were disqualified due to criteria. Even one of the requests was 410 thousand euros cheaper than the winner.

In SPAK's investigation, it is said that Lefter Alla, in cooperation with the deputy mayor of the Municipality and the members of the bid evaluation commission, made it possible for the merger of Egland and BE-IS operators to win this tender with documentation, creating advantages for this subject. during the procurement procedure.
