In the show "The Unexposed", there was a debate between Ylli Rakip and former prosecutor Eugen Beci, regarding SPAK's investigations into former minister, Ilir Beqaj. 

Beci insisted that the judge who asked the SPAK prosecutor to verify Beqaj, who was initially left out of the investigation, violated the procedure, as he had no authority to do so. While Ylli Rakipi said that the procedure is often used to amnesty officials. 

Eugen Beci : From a legal point of view, in order to go to corruption, taking into consideration the long time it takes to conduct investigations, the time when the criminal offense was committed, the statute of limitations can also come into play. As could be the violation of equality in tenders, which has passed the 10-year mark. Abuse of office has a longer statute of limitations. Given that the concrete actions of a person, which also consist of inactions, certainly from a legal point of view, are defined as abuse of duty.

Andi Tela : The prosecution built these fables and took it to court. And in an exceptional case, the judge, after reading the file, says, he expects that this Beqaj that you describe at every moment of the file, that he saw, heard, signed, did a feasibility study, did not take into account the request of the director of QSUT, traveled with those who received the tender, with all this action, you should investigate this for corruption and go to the property investigation.

Ylli Rakipi : Sir, you have been a prosecutor, how many cases do you know in the past, that the court orders the prosecution to conduct investigations?

Eugen Beci : No case, because from a legal point of view, the preliminary investigation judge does not have such a duty. He has no duty at all in preliminary investigations. The judge responds directly to the prosecution's requests. If the prosecution requests something, then the preliminary investigation judge decides. Procedurally it is not binding at all.

Andi Tela : After reading the decision, what impression do you get? Does Beqaj have a role?

Eugen Beci : Yes, from the point of view of the story, yes. But, from the procedural point of view, the judge exceeded any legal action, because in the criminal procedure...

Ylli Rakipi : O lawyer, what do you say? Did the judge make a mistake, you say?

Eugen Beci : I didn't say he made a mistake, he exceeded the procedure.

Ylli Rakipi : Why did he surpass it?

Eugen Beci : Another judge must come, the judge of the preliminary session.
