Criminalistics expert, Ervin Karamuço, invited to Top Story for the arrest of the former mayor of Durrës, Vangjush Dako, said that the information about his arrest leaked last week and that we need to establish a rule for this.

"I am focused on some things in the doctrine of the rule of law: We have two terms that have worried us: inviolability and impunity. Regarding inviolability: If someone has a claim and accuses you, go present yourself and give an account according to the legal procedures of the criminal code. Regarding impunity: Are these people punished later or not?", said the expert.

Karamuço also mentioned a third stage, criminality, for which he said that the person who will be arrested knows before the security measure is taken.

"We have known for a week. A colleague of yours told me that a media told him on Saturday 'come on Tuesday to the show that Dako will be arrested'. I have the punishment, when you go and tell the person that you are going to arrest him. I have it just in case we need to make a rule. We are all ambiguous. When a person is called for 8 months, he is interrogated, he is prepared, he knows what he is talking about", said Karamuço.
