In May 2006, Italian police arrested a criminal group with 40 people, called "Poter-Al", which was active in the international distribution and heroin and cocaine trafficking. Related to this group was Robert Peçi and 5 other Albanians. They were arrested in Albania on May 23, 2006. On July 23, 2009, the Serious Crimes Court sentenced Ilir Kociaj, Gilliano Xhoxhi, Vangjel Kondili, Ervin Tavanxhi, Kozma Lacka and Robert Peci to a total of 63 years in prison. In turn, the detainees received the following sentences: 16 years for Ilir Koçiaj; 10 years in prison for Xhiliano Xhoxhi, Vangjel Kondili, Ervin Tavanxhi and Kozma Laçka and 7 years for Robert Peçi.

Investigations revealed that the leader of the criminal group was Ilir Koçiaj and his closest collaborator was Xhiliano Xhoxhi. One of the arrested Ervin Tavanxhi is the son of former MP Vangjel Tavanxhi. Tavanxhi was later released from prison and in 2017 was arrested for a series of vehicle thefts in Tirana. Regarding the organization of the group, Xhoxhi and Koçiaj recruited and directed. The members knew only Koçiaj, but not among themselves. The criminal group with 46 people organized drug trafficking in 5 countries (Netherlands, France, Italy, Turkey and Albania). The investigative group confirmed that the cocaine was transported on the Netherlands-France-Italy line, while the heroin was brought from Turkey, transported to Albania with a destination in Italy.
