According to TI, Albania is rated with 37 points for the easy progress in the fight against corruption. "Albania (37) has improved its record by investigating and investigating corruption at high levels, but the greatest progress depends on strengthening criminal justice legislation and ensuring effective oversight of the executive branch. The decision to create a new ministry dealing with anti-corruption activities comes with expectations for more effective integrity mechanisms. But this cannot be achieved until the parliament has stronger autonomy and until civil society organizations and the media play a supervisory role without being hindered by the authorities", explains the organization's report. The annual Corruption Perceptions Index and the report on the state of corruption in the world use a calculation system up to 100 points. According to the report, the level of corruption in the world remains high, as it ranks 180 countries and territories according to perceived levels of corruption in the public sector, scoring on a scale from 0 (very corrupt) to 100 (very clean). . TI has estimated that over two-thirds of countries score below 50 out of 100, which strongly indicates that corruption remains a very serious problem.

Global average

Meanwhile, the global average, according to the report, is only 43, while the vast majority of countries have not made any progress in the fight against corruption. Additionally, 23 countries fell to their lowest scores so far this year. "Authoritarian and democratic leaders are undermining justice. This is increasing impunity for corruption, even encouraging it by eliminating consequences for criminals. Where corruption is the norm, vulnerable people have limited access to justice, while the rich and powerful capture entire justice systems at the expense of the common good. Countries that rank high on the CPI have their own problem of impunity, even if this is not reflected in their scores. Many cases of cross-border corruption have involved companies from top-scoring countries using bribes when doing business abroad. Others have implicated professionals who sell secrecy or otherwise enable corrupt foreign officials," the report said.

Independence of institutions that fight corruption

Therefore, the purchase of justice and political interference remains another problem identified in the report. According to TI, leaders must guarantee the independence of institutions that fight corruption. “Corruption will continue to thrive until justice systems can punish wrongdoing and keep governments in check. When justice is bought or politically interfered with, it is the people who suffer. Leaders must fully invest in and guarantee the independence of institutions that respect the law and fight corruption. It is time to end impunity for corruption", the report states.

Other countries of the Western Balkans

According to the report, due to weaknesses to political pressure, the justice systems in Bosnia and Herzegovina, which this year has 35 points (one point more than last year) and Serbia, which has 36 (the same level as last year) in mass are largely unable to prosecute and sanction public officials who abuse their positions. North Macedonia was evaluated with 42 points in 2023 from 40 points it had the previous year.
