The April 25 elections will be held on Sunday, the State Police has issued a press release presenting the measures taken for the maintenance of public order and tranquility. 

The Deputy General Director of the State Police, Albert Dervishaj, has stated that from tomorrow the police force will pass to reinforced service, and in full readiness.

During the election campaign, until April 22, 8049 police officers were engaged in the security and safety.

Regarding electoral crimes, Dervishaj stressed that so far 30 criminal offenses related to the elections and 6 notifications related to the same criminal offense have been referred to the Prosecutor's Office and are being investigated.

Statement of Albert Dervishaj - Deputy General Director of the State Police

The State Police has taken a series of measures to ensure the elections and to guarantee a smoother voting process for all voters, measures which have been followed and are being implemented at all stages of this process. The preparation of these measures has started since December 2020, with the drafting of tasks in the Work Program, the preparation of the Orders of the General Director of the State Police, the plans of measures and interaction and other documents that complete our measures and implementation of institutional duties for the electoral process.

So far, the tasks provided by the State Police have been performed with full responsibility. We are in the most important phase of the election period and consequently of the implementation of our duties, therefore all central and local structures of the Police are on standby "Enhanced Service", to follow with full appreciation the measures planned to ensure public order and securing elections especially starting on Saturday and onwards.

The State Police, until 22.04.2021 has engaged 8,049 police officers and has guaranteed 3,429 electoral activities conducted during the campaign, although in conditions of restrictions due to the COVID-19 pandemic. Today, the escort by the police structures of election materials from Tirana to 92 CEAZs throughout the country ends and so far no problem has been identified.

Due to some changes in the Electoral Code and CEC acts, special emphasis was placed on the training of 7,519 State Police employees, who will be engaged in duties during the elections, according to the police management hierarchy, down to the basic level of action. policor.

For the security of 5,199 Voting Centers and 92 CEAZs / BCCs, the calculations of the Police employees have been made, for the transport with vehicles, equipment, weapons, radio communication, food, etc., until their voting as citizens of the Republic of Albania. The stamps required by the CEC were also produced and delivered on time: for CEAZ, VC, BCC, etc.

Pursuant to the requirements of the Electoral Code, on April 15, the General Directorate of State Police sent to the CEC, within the legal deadline set, as the institution that administers the electoral process:

The list of 5,427 police officers who will be engaged with the service for guarding election facilities throughout Albania.
The list of 535 uniformed vehicles that will be used in order to fulfill the obligations of the State Police, to guarantee order and security.
From the structures of some police units in Tirana, Local Border and Migration Directorates and other police structures, 1,273 police officers will be sent in function of the election process in some Local Police Directorates, and 61 vehicles will be made available for the transportation of tire.

The Joint Order of the Minister of Interior and the Minister of Defense has been prepared and approved, as well as the Order of the General Director of Police, for taking into custody from today at 14:00 and until Tuesday, of 74 important state facilities, by the forces "Commando", as 228 police officers who secure these facilities, will be engaged in the task of securing election facilities.

Pursuant to the obligations set out in Decision no. 12, dated 30.12.2020 of the CEC, was prepared and approved by the Order of the GDPR no. 53/4, dated 27.01.2021 Special Register "For any notification and referral of criminal offenses in the electoral field", which is administered from the beginning of the election process by each Police Station, DVP, and the General Directorate of State Police and is accessible by the CEC and the CEC.

From the information of the local police structures, as well as the monitoring of the situation during the election process, until 21.04.2021 during the election campaign and electoral activities, the following were identified:

30 referrals to the prosecution for election-related criminal offenses.
6 different announcements related to the elections.
The police structures, in cooperation with the Judicial District Prosecutions and the Special Prosecution Office against Organized Crime and Corruption, have dealt with and are investigating with priority the criminal offenses related to the electoral process, affecting free elections, democratic election system and mainly bribery. of the vote.

Cooperation with the OSCE / ODIHR international institutions, which monitor the elections, has been permanent. With the OSCE Presence in Albania, but also with some Albanian institutions such as the CEC and the General Prosecutor's Office, we have developed trainings for police officers for the election process, which have also contributed with field lecturers.

The OSCE Presence in Albania has supported us in the training process, but also for the financing of 5,500 copies of the "Pocket Book" and 50 copies of the Electoral Code of the Republic of Albania, which have been distributed in all structures for the employees of police.

Regarding the OSCE / ODIHR long-term observers, the work of all Local Police Directorates is ensured and organized, in order to have access, coordinate and monitor the measures related to the election process.

The coordinators of the State Police with international institutions, its liaison officer with the CEC have been determined, and we are fulfilling our obligations, cooperating closely with these institutions.

During the election period and so far we have no cases that employees of the State Police, have been identified in violation of legal requirements, have compromised the position as depoliticized employees, or have reflected biased or political attitudes, referring to the law and only law. No disciplinary investigation has been launched by the Directorate of Professional Standards into State Police employees in connection with the elections.

The General Directorate of State Police has set up and operates a steering group at the central level throughout the election period, to manage security measures for the electoral process, in order to evaluate any information from all sources, verify, analyze and his pursuit.

The application for reporting and monitoring the measures of the State Police for the protection of election facilities is in function, for the police officers for each polling station and under the responsibility of the Steering Group in the GDPR these measures will be followed online, we will realize communication and cooperation in real time with the Steering Groups of the Local Police Directorates, in order to know the situation and assign tasks.

Decision no. 9, dated 24.12.2020, defines some new tasks such as the appointment of a contact person to report on the CEC interface, the activities carried out in the structures of the State Police. So far, 5 activities have been developed, mainly for trainings on elections and various donations.

Also in implementation of this Decision, the General Director of the State Police with order no. 257 dated 12.03.2021 has set up the Working Group and has approved the Internal Regulation for supervising the conduct of civil servants who are personnel of the State Police, during the electoral campaign period for the elections to the Albanian Parliament, for whom so far no any violation has been identified.

Regarding the tasks at this stage of the election process, the General Director of the State Police, Ardi Veliu has continuously sent instructions to the central and local leaders of the State Police, through which he has requested maximum and professional commitment of all police structures based and pursuant to the Law "On State Police", the Electoral Code and other normative acts, performing prompt and professional actions in cooperation with the Prosecution in cases where there are criminal charges, to maintain composure in every situation and circumstance and for a communication with police ethics, emphasizing that pursuant to the law "On State Police", control of territory, vehicles, persons, etc., is an attribute only of the State Police and not of other entities or organizations.

I recall the obligation of the Electoral Code, that April 24 and 25, 2021 are days of "electoral silence", and as such should not be conducted political activities by political entities such as meetings, rallies, etc.

Pursuant to Article 110 of the Electoral Code, the stay, gathering or any other activity of persons who are not provided by this article is prohibited in the facilities where the polling stations are located and in its vicinity. Based on Decision no. 12 of the CEC prohibits the use of propaganda materials in and around the polling station within a radius of 150 m. These materials are allowed only at a distance of up to 5 meters from the election office of the political party or the relevant electoral subject.

Article 154 of this Decision stipulates that in the premises outside the polling station, in the yard of the building, at its entrance and in the inner corridors of the building and around the VC, as well as in a radius of 150 m, referring to the distinctive signs, is not allowed the presence or gathering of persons other than voters waiting in line to vote.

I clarify that the State Police, in fulfillment of the obligations defined in the Electoral Code and Decision no. 12, dated 30.12.2020 of the CEC "On the approval of the rules of activity of the State Police in the service of elections", has planned full measures for the protection and security of election facilities, maintaining public order and security in the territory, intervention for restoration of public order in VCs or BCCs, accompanying election materials, referring to the law and standard CEC procedures.

The State Police is determined and will continue its work to keep the territory under full control, will react legally and proportionately using all its institutional powers and legal force against anyone who threatens, intimidates or violates the law or attempts to sell the vote and will create all the conditions for the Albanian citizens to vote freely and peacefully.
