A survey in 43 schools of primary and basic education, which are part of the "EU4Schools" Program, financed by the European Union and implemented by UNDP in cooperation with the Government of Albania, showed that there are strong deficiencies in the teaching process for the subjects related to with technology.

The total number of teachers included in this study is 785 and of these only 20% have not used any digital technology, while 44% of them claimed to be members of social networks and this fact can be used to promote digital teaching and learning.

At the same percentage level are the teachers who use the Internet extensively and competently and even higher is the percentage of teachers (57%) who are ready to try new applications, programs and resources. But 65% of the sample admitted that they do not use technology even though the teaching curriculum allows the integration of technology in the learning process.

The results of the survey show that there is a necessary and evident need for training related to the digital competences of teachers and to develop them further in those schools.

Teachers have given conflicting answers in the survey and this is an indication that they need to better understand the concepts and use of technologies for teaching purposes.

UNDP recommends that in reference to the age group of teachers, new teachers should be trained to provide assistance to teachers who do not have experience in digital programs.

Lack of experience is a challenge when addressing the needs of teachers towards digital education. Experts note that learning done either remotely or digitally should be considered. Training modules should also focus on primary school teachers.

The field of teaching and learning-learning will be more challenging for training to initiate a cultural change even in relation to hybrid teaching and learning methods.

UNDP refers that training modules should make it clear that watching video is not a digital competence, but creating a video for illustration, including mobile phones, and posting them online
