REL analysis: Tensions in the north worry foreign investors

Every time incidents occur in the four municipalities inhabited by Serbian majority in the north of Kosovo, concerns are also presented to the international partners of the information technology company 'Anchorzup', in Pristina.

This company provides services to the international market, including software development, web sites, marketing and sales services.

Jeta Zagragja, founder and chief executive officer of the company, says that after any unrest or escalation of the situation in the four municipalities inhabited by a majority of Serbs (North Mitrovica, Zveçan, Zubin Potok and Leposaviq) customers from European countries and the United States America presents concerns about the possibility of jeopardizing their investments.

"They are interested if the cooperation should also be stopped. However, it appears as a general instability in the country. We have had such complaints. But we have always managed to show them that (in the north of Kosovo) it is a more isolated situation, as it can happen in other countries of Europe and the world, and it does not affect the rest", she says.

Tensions in the north inhabited by a majority of Serbs started on May 26, after the new mayors, with the assistance of the Kosovo Police, entered the municipal buildings.

Serbian citizens in Zveçan, Leposavic and Zubin Potok also protested on May 29 to oppose the entry of the new Albanian mayors into the municipal buildings. Their revolt turned into a violent clash with members of the NATO mission, KFOR, on May 29.

These tensions, says Zagragja, cause hesitation in the partners, with whom they are negotiating for cooperation.

"However, we still do not know how this situation can affect the investments that we have not yet received. With the clients we are working with, we have convinced them, because they have been here (in Kosovo), we have spoken directly, but others may be worried and leave", she says to Radio Free Europe.

Sektori i IT-së në Kosovë është relativisht i ri dhe ka filluar të zhvillohet në fillim të viteve 2000, por megjithatë ka arritur që të ofrojë shërbime edhe në tregun ndërkombëtar.

Klientët nuk janë shumë të informuar për situatën në Kosovës, shprehet ai, pasi shumica e kontratave lidhen në mënyrë elektronike. Atyre u intereson shërbimi dhe jo vendi.

“Vetëm në një rast ka ndodhur. Një partner nga Zvicra ka qenë në Kosovë për arsye biznesi dhe ndodhën trazira në veri të Kosovës. Ai u shqetësua dhe pyeti për stabilitetin e sigurisë ”, tregon Vishi.

Probleme të tilla nuk ka kompania amerikane ‘Radix’ që ka degë edhe në Prishtinë. Kjo kompani ofron shërbime për kompani të ndryshme në botë.

Pronari i saj, Visar Jasiçi, thotë se klientët i shfrytëzojnë shërbimet online dhe nuk preken nga situata aktuale në veri të Kosovës dhe as në të kaluarën nuk ka pasur ankesa të tilla.

Nuk është vetëm sektori i IT-se që po pëson nga trazirat në komunat e banuara me shumicë serbe. Për përshkallëzim të situatës në veri të Kosovës, autoritetet e Kosovës po fajësojnë “strukturat kriminale dhe ilegale” të Serbisë.
Oda Ekonomike Amerikane në Kosovë ka shprehur qëndrimin se normalizimi i marrëdhënieve ndërmjet Kosovës dhe Serbisë do të sillte përfitime për komunitetin e biznesit dhe rritjen e investimeve të huaja.

“Çështjet e pazgjidhura mes dy vendeve kanë krijuar një mjedis të paqëndrueshëm që është dekurajues për bizneset e huaja të investojnë në Kosovë, pasi investitorët hezitojnë të investojnë paratë e tyre në një vend me një nivel të lartë të pasigurisë politike, i cili rrit rreziqet që lidhen me investimet e tyre”, thuhet në një komunikatë të kësaj ode më 16 maj.
Tensionet në veri u rritën, pasi kryetarët e rinj shqiptarë të Zubin Potokut, Leposaviqit dhe Zveçanit, bënë betimin në shkolla dhe ndërtesa të tjera komunale, për shkaqe sigurie.

Kurse më 26 maj, ata u asistuan nga Policia e Kosovës, pasi grupe të banorëve vendas kundërshtuan shkuarjen e tyre në zyrat në ndërtesat komunale që më parë përdoreshin nga zyrtarët serbë.
Bashkësia ndërkombëtare e ka dënuar fuqishëm vendimin e Qeverisë së Kosovës, siç kanë thnënë, “për të hyrë me forcë” në ndërtesat komunale në veri. NATO-ja kërkoi shtensionimin e menjëhershëm të situatës.

Ndërkaq, kryeministri i Kosovës, Albin Kurti, tha se gjendja e tanishme kërkon që të zbatohet Marrëveshja bazë për normalizimin e marrëdhënieve Kosovë-Serbi, si dhe të qetësohet situata në veri të Kosovës.

In the framework of the dialogue between Kosovo and Serbia that is mediated by the European Union and supported by the United States, on February 27 the parties reached the Basic Agreement for the normalization of relations, while in March they agreed on the Annex for the implementation of this agreement.

The agreement does not provide for mutual recognition, which Kosovo insists on, but requires Kosovo and Serbia to accept each other's documents and symbols, including: passports, diplomas and license plates./REL
