Abuses at "Finance", the Court of Appeal changes the security measure, leaves Arlind Gjokutaj and the other 2 detainees under house arrest

At the request of prosecutor Arta Marku, the Court of Appeal in Tirana reduced the security measure from "prison arrest" to "house arrest" for the Secretary General of the Ministry of Finance, Arlind Gjokutaj, legal director Fatmir Hoxha and bailiff Alban Ruli. "These acts produced by the administration do not bring consequences, the security measure was changed at the request of the defense side. We are convinced of the innocence of the person protected by us", said lawyer Sokol Hazizi. Meanwhile, Ilir Thana was left in prison. The officials of the Ministry of Finance and the executor were arrested a few weeks ago after they are accused of signing documents to pass 1.2 million euros in compensation to a citizen named Ilir Thana, whom they treated as a former owner, without being such. Ilir Thana received only 400,000 euros through the bank and the rest of the money would be transferred to him in the following months. Everything was done for a warehouse that the state sold to Thana in 1992, but the Property Restitution Commission took it 3 years later to pass it on to the real owners, compensating Ilir Thana in installments with the value of the property according to the price of the market. In 2021, even though he had been compensated 1 time, Ilir Thana requested, using the executors, he reached the valuation of the property that was no longer his, up to the value of 1.2 million euros. Everything was related to a purchase contract signed between Ilir Thana, arrested in December 2022, and the Government Service Directorate for the privatization of a warehouse facility no. 2 in 1992. After the decision of the Court of Appeal of Tirana, the contract was declared invalid and the parties returned to their former position. So Ilir Thanos returned the sum of 103. 046 ALL with which this citizen had bought the warehouse facility. The Ministry of Finance transferred to Ilir Thana's account the amount of 284,139, the value of the purchased objects converted with the price increase index, based on the information sent by the Publications Sector to INSTAT. Furthermore, Ilir Thana addressed the Enforcement Office which, in flagrant violation of the law, assessed in 2022, the warehouse facility and the land for a total value of 145,867,920, being removed and treated as the former owner of Ilir Thana at one time which has never been with this status. The entire value determined to be given to Ilir Thana is contrary to the law and violates the state budget in about 1,200,000 euros. The Ministry of Finance has passed the amount of 48,118,366 ALL in favor of Ilir Thana.
